Did you read the screenshot you posted, it tells you why you can't update and what you need to do.

You need about 8 GB device storage and good Service and/or Wi-Fi.
If they are On, turn Off Hotspot & VPN.
Charge the battery > 70%.
Go to Settings -> General -> Software Update -> Download and Install.

Unfortunately you need to make space for the update because yours is full, you can go as it says there to Manage your storage which is in settings>your name (Apple ID)>iCloud> Manage Account Storage and either remove things you don't need or purchase more space
You did well until you recommended they buy more space. They cannot EVER increase the space on their iPhone. They can buy more iCloud Storage, but that won't help the fact they don't have enough space on their iPhone. They need to delete things off their iPhone, such as photos, messages, apps, mail, message, files, music, etc.
;} yes Lobster is right you can't buy more space to solve this problem, it's also true that if you sync to your iPhone many files, and photos you ran out space for updates so that has to be addressed too. To free space on your iPhone go to Settings>General>iPhone storage and check what's not necessary filling up your space
You need to delete apps, email, photos, videos, music, etc to make more room on your iPhone.

Also, charge the battery and preferably leave it connected to the charge circuit during the update process.
