Cannot save custom greeting on new iPhone.

I accessed my voicemail directly and made the selection there, restarted my phone, selected greetings in virtual voicemail, and waited for it to load. It took a few minutes but reflected the check mark next to the custom greeting. Called from another phone and issue fixed.
