Recover deleted Time Machine backup

I am hoping to recover an old TM backup that was accidentally deleted from an external drive. Is there a way to do this with recovery software like EaseUS or Stellar? Or is it only possible to recover specific files?

MacBook Air 13″, macOS 10.13

If the TM drive is an SSD, the data is gone. For TM on an HDD, you’d want to ask the data-recovery app vendors.
