My Mac Mini 2012 cannot run any OS higher than High Sierra 10.13.6. I want to run Photoshop. I have 8g RAM, 1Tb SSD, compatable graphics & display, etc. Which is the latest version of Photoshop I can run on High Sierra?

Photoshop CS6, CC2018 & CC2019 will run on High Sierra. But you would need to obtain a legitimate copy & install it, and my understanding is that the Adobe license servers no longer support CS6; and that downloads of CC2018 & 2019 may not be available any more. Photoshop is probably not a viable choice but you might contact Adobe to see if they can assist you.
There are not many alternatives that are available any more on High Sierra. Take a look at GIMP or DxO Photolab v. 3.3.4

I got a Mid 2010 MBPro 17" with High Sierra and I am running Photoshop 2020 without any problems.

FWIW, Adobe only supports the three current versions of macOS. A High Sierra compatible version of Photoshop is no longer available.
Can't run Photoshop on High Sierra! 2017 Mac that's working fine, except Adobe software son't run on High Sierra. Don't want to upgrade OS because Mac is too old, AND I have other software (and Postscript fonts) that won't run on a higher OS. Help!!!!
