You should still be able to access the Siri & Search entry in Settings on your iPhone: Change Siri settings on iPhone - Apple Support

If you aren't seeing that entry, let's check to see if you have any restrictions enabled that may be causing that behavior: Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support

You can also check to see if you have any device management profiles set up, as they can impact what items appear in your Settings: Install or remove configuration profiles on iPhone - Apple Support
