VoiceOver is disabled, but comes on by itself when visiting a particular website?

Voice over off on my device but at one website, it comes on by itself & I have tu turn it off at every card I want to send

Dear Jdo_apple, thank you for your answer. Unfortunately it didn’t fix the bug. My IPad is up to date. The shortcuts are & have been off all along. The problem persists ;(. I contacted the Jackie Lawson website about this. They claim they cannot do anything.

Thank you again for answering my question. I will reach out to Jacquie Lawson again, now that I am sure it is not my device
