Check if Apple's servers are working: Apple - Support - System Status

Check what you are doing is valid and has all the information required. Sometimes an "at this time" message isn't really the result of timing but some other issue with the validity of the action you are trying to perform. It can't do it 'at this time' because you are asking it to do something it can never do with the information provided. Check Apple's documentation about the action you are trying to do and if you still have problems contact official Apple Support:

Click here --> Choose your country or region - Official Apple Support Select your country, then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

Contacting support helped me finally create one after repeatedly trying for weeks, because apparently they can do something that allows you to create one. I kept repeatedly getting errors. The site might've though I was a spammer or something. Apparently they can escalate it or something, as an advisor said. All I had to do was contact support.
