I am being charged two times a month at $.99 for my Apple storage. I have been charged 18 times so far this year I need credit back.

Not really possible for that to happen.
The system does not allow double charging for the same thing unless you are the Family Organizer in a Family Sharing group.
Are sure both of those charges are for iCloud Storage?
There are many things in the App Store that are worth $.99.
There's no reason to think both charges are for the same thing.
Have you verified your subscriptions?

If you are the family organizer in a Family Sharing group, check the subscriptions of other family members for the iCloud charge or other subscription. If they activate a subscription, it would charge you.
