A "security lockout" message is about a device passcode, not an account password.
For devices with iPadOS 15.2 or later* you may be able to use the method in this support article: If you see an iPhone or iPad unavailable message or Security Lockout screen - Apple Support This does not require a computer.

You may also need to use this method if:
• your device is not connected to a cellular or Wi-Fi network (if you restart your device when you see "Security Lockout" on the Lock Screen, you won't be able to reconnect to a Wi-Fi network until your device is unlocked. Cellular devices will reconnect to a cellular network if you have active service).
• you do not have your Apple ID and password that you used to set up your device.

Can the old iPad connect to the Internet to get the information about the changed password?
If you still have problems with persistent password requests read about what to do after [or before] you change your Apple ID email address or password - What to do after you change your Apple ID or password - Apple Support
No, it can't. That's the weird part. The old one said I had a security lockout, and needed a password reset. So, I used my new Ipad to enter a new password. That was successful, but when I used the new password on the old Ipad, it took the password, but gave me the same security lockout message. The message references having set up "find my phone" on the ipad. I don't remember doing that.
Thank you for the info. I'm watching some tutorials on you tube that reference this process and resources, so I think I can get it done!
