Stop keyboard down button from turning keyboard into the mini bar

Hi, this is driving me crazy, but is there any way to stop the keyboard down button from making my keyboard into a extremely small bar after I press it? I want to use this button to make the virtual keyboard go away and show up in its full version the next time I click on an input field, not the small bar. I do not have an external keyboard and I'm annoyed eternally for the fact that it doesn't come back automatically as it used to after I press the keyboard down button. Is there no way to tell iPad that, since I don't have an external keyboard, always, ALWAYS show the virtual keyboard in full when I tap on some input field, regardless of how I made the virtual keyboard go away the last time I used it?

I don't have automatic update turned on solely because I don't want this to happen on the device I use for personal purposes (it happened to my work iPad), but somehow it still happened and I'm just on the edge of freaking out because of this. Please help, I am so annoyed at this change, can I reverse it somehow? Just please. It troubles me so much.

update for clarity: I want this in the first screenshot to happen every time I click on an input field, not the second one. I don't have an external keyboard and the second one is just annoying and useless at the same time.

As described, a reset of your iPad settings may be beneficial.

While the reset will not cause any loss of data, as a precaution, it is always wise to ensure that you have a current iCloud or iTunes backup before performing the reset:

How to back up your iPhone, iPad, and iPod touch - Apple Support

When you are happy to proceed, you can perform the reset from iPad settings:

Settings > General > Transfer or Reset iPad > Reset > Reset All Settings

If the problem still doesn’t clear, the next step is to reset the iPad to factory settings:

Restore your iPhone, iPad, or iPod to factory settings - Apple Support

Otherwise, you would be best advised to seek assistance directly from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page. Alternatively and perhaps easier, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:
