/etc/resolv.conf isn't updated while using VPN for MacOS Sonoma

While using VPN with MacOS Sonoma, I see that /etc/resolv.conf file isn't updated correctly.

Even if I set DNS explicitly with

/bin/sh -c '/usr/sbin/networksetup -setdnsservers Wi-Fi 8.8.8.8

this isn't updated correctly in /etc/resolv.conf

Any idea what needs to be checked? Issue isn't reproducible on lower versions of MacOS

Old issue, new issue, what changed?

Can you verify Terminal is added/selected in Full Disk Access
