WhatsApp restoration stuck at 99% complete for over 24 hours

I switched phones, and tried to log back into my whatsapp, but it has been on 99% restoring for over 24 hours I don't know what to do, I have deleted the app, done a hard reset several times, even updated the software, but it still comes back to the exact place I left off.... 99%. what should I do?
