Screen time not synchronizing

Hello,

i have two devices in which i am logged in with the same Apple ID.

The devices are an iPhone and a MacBook Pro.

They seems to synchronize partially, cause if i update the unlocking code, it change on both devices.

But for example, if i try to insert a raw with a new allowed website in, it will works only on the device in which i did the change. Furthermore, i can't add raws using my MacBook...startly it let me add the raws, but when i close the insert tab and i reopen it, the raws just inserted are not there.

Another example is when i try to enable/disable the downloads from the store. The devices can't synchronize and the change will be apported only on one device.
