iTunes won't update to latest IOS on PC

iTunes gets stuck in a loop, stating that I must update iTunes to the latest edition. Check for updates via the help menu and I'm informed that Version 12.13.0.9 is the current version. 10/26/2023 0814 Mountain time.

What's the latest version of iTunes for Windows? I'm running the latest version of iTunes 12.12.4.1 on Win 10 64bit which I downloaded from Apple's website about 2 months ago! I'm trying to update my iphone to ios 15.7 today, but itunes keeps saying get the latest version! I downloaded iTunes from Apple a few minutes ago, but the latest version is 12.11.3.17! I'm baffled!! How did I get 12.12 two months before 12.11?!
