Your library is in the Pictures folder, right? Have you tried repairing the library by launching it with the Option+Command keys held down?
What happened when you try to break up the export into smaller groups?
Download and run Etrecheck. Be sure to give it Full Disk access before running.
Copy and paste the results into your reply. and use the Additional Text button to paste the report in your reply.
Then we can evaluate the report to see if we can determine the cause of the problem.
There is no difference between Jpeg or PNG.
When I export my 1349 photos all together, there are in both cases 821 failures (cocoa error-1).
In other words, if I export 1 photo at random , there is an error message in about 60% of the cases.
I should have said : "it is impossible to export more than 40% of my photos from Photos.
I just tried to export my 1349 photos and there were 821 failures (chiefly old pictures, 2018 or before).
For videos, 2 failures for 6 videos.
The error message is always Cocoa error -1
I do nothing special : I select Export 1 photo in the File menu and choose PNG , most compatible and middle quality.
My version of Photos is Version 7.0 (460.0.120). I use it on a MacBook Pro (C02SN50EFVH3), Monterey 12.7.1.

Yes my library is in the Pictures folder.

The results seem to be the same when I break the export into smaller groups.
For ex. pictures 1 to 100 : 4 exports, 96 failures
pictures 101 to 200 : 0 exports, 100 failures
last 100 pictures : 100 exports, 0 failure
I don't see any of the usual suspects in the report. You are behind in your Time Machine backups. You should make a new one right away.
Also the battery may be at the end of its cycle. The report says it needs service. You can download and run the free app CoconutBattery to get an idea of the battery's condition.
Can you export as Jpeg? Where. are you exporting to?
Yes with the same results as PNG.
I export to the desktop.
So you can export single photos as Jpeg? Or as PNG? your response is not clear.
