Unable to activate
Your iPhone could not be activated because the activation server cannot be reached. To activate it, try connecting your iPhone to a Mac or a PC with iTunes, or try again with your mobile data connection in a few minutes. You can try activating using a Wi-Fi connection

If you have VPN on the phone try deleting the VPN profile. And also that you have a cellular data network connection.
