Force sync photos across 2 iPhones with same iCloud account

Hi folks, long story short I got a new phone 15 but got locked out of my iCloud account for the 5 day waiting period. While it was locked out I did use the new phone for a bunch of photos. Once unlocked both my new phone and old phone are logged into iCloud with the same account. I want to transfer the old phone to the new phone now but I don't want to lose the photos taken with the new phone when it gets wiped.

How can I force sync the photos from the new phone to the old phone for my iPhone transfer? Again both phones are logged in with the same iCloud account. Thank you!

Transferring to a New iPhone:

No. iCloud Photos cannot be pushed. They are uploaded until the storage fills up. So, Quick Start is what to use here. I recommend you restore your new iPhone to factory settings, and then perform this transfer once more, this time using Quick StartUse Quick Start to transfer data to a new iPhone or iPad - Apple Support

"How can I ensure the photos on the phone I am going to wipe will not only not be lost, but will be available on the phone after transfer?"

Export these Photos to a Computer:

If there are photos on the new iPhone or old iPhone, then export the photos, first: Transfer Photos and Videos from your iPhone or iPad to your Mac or PC - Apple Support
