iMAC 27" late 2012 will not reboot

I have attempted to reset my old iMac to factory settings. When I have gone through the process, I must have done something wrong. When I switch the power on, all I am getting is a blank screen with a file icon with a ? flashing on and off.

Any help would be much appreciated as my son would like my old machine to use.
