My mobile was stolen last week, and I couldn't recover my photos? is there any solution?

If you purchased AppleCare+ Theft and Loss before your phone was stolen, you would have the option to get a replacement phone for $129 (US). If you didn't have theft and loss protection, you'll unfortunately looking at paying the full price to buy a new iPhone.

For your photos, did you back up your iPhone to iCloud or your computer regularly? If yes, you can restore the backup to your new phone when you buy one. If you didn't backup your iPhone nor sync with iCloud, your photos would be gone.

If you didn’t have AppleCare+ with theft and loss protection, check with your insurance carrier and see if it might be covered. There are no discounts or special offers available from Apple.

My second question is, how can I recover my photos to my old iPhone, I can see just the pictures I have taken with my old device in my iPhone, I could not recover any photos I have taken from my stolen device. Is there any solution for that?

If the photos were not backed up or synced to the cloud, they are gone. There is no place to recover them from.
