Update 17.1 storage error

I downloaded iOS 17.1 and it keeps saying it needs 555 mb to download and install. I have deleted over 15 apps to try and allow it. But my storage stays the same. Except now the freed up space is marked as iOS. Why is this?

I can't update to iOS 17.0.3 because it says I don't have enough storage even though I do. So I have a iPhone 13 Pro Max on 17.0.2 and I checked for updates and 17.0.3 showed up and I tried to update but it said I didn't have enough space. Fair enough so I deleted a few apps and tried again but it still said I didn't have enough space. I have no idea what's happening. Any ideas?
