I had put my work Apple ID on my iPad. I no longer have the work email and it will not sign out of my iPad without a password that no one as.
How can I get my personal Apple ID back on the iPad. The IPad is a trusted device under personal Apple ID

You must log out of the work Apple ID first. If no one has the Apple ID password, you cannot sign out I am afraid and the iPad will remain activation locked to work Apple ID.
Is the iPad a company device or is it your personal device? If it is your personal device and you can provide valid proof of purchase information you can start an Activation Lock support request at Apple in order to let the lock be removed
