Sorry but Fusion Drives are finicky and not really good for your Expected Performance Levels


The APPLE SSD SM0032L 28.00 GB (Solid State - TRIM: Yes)

 disk1 - APPLE HDD HTS541010A9E632 1.00 TB (Mechanical - 5400 RPM)


The Combination of small SSD and a Rotational 5400 RPM Traditional Spinner Drive, may have been good for extra Storage up to about macOS 10.15 Catalina and below


Starting in macOS 11 Big Sur and above, the newer operating system seem to geared towards an all SSD Configuration


Not matter how much RAM the machine is configured with the main impediment to any meaningful performance will be the rotational drive


Should you what to extending the life of this computer it is suggested to explore using an External SSD Drive large enough for your storage needs


It would involve using this method from a follow Contributor


Use an external SSD as your startup disk with your iMac or Mac mini


A good starting point might be https://www.owc.com/ and they may have specific Drives tailored to this   iMac (Retina 4K, 21.5-inch, 2017)

It looks like you have a fusion drive? Not sure if it is working properly.

Such a HDD (mechanical drive) with APFS (which is how Ventura mandates the drive to be formatted) is typically very slow.

What to do about this? I have never owned a fusion drive, but this one maybe should be checked at an Apple Authorized Service Provider. Before you do that, try booting into Recovery and run Disk Utility => First Aid. Have it View => Show all Devices and start with the lowest level volumes, then the Container, and finally the device itself. Run First Aid, be prepared to wait some minutes or even tens of minutes each time, and look for any errors or warning reported. Another standard troubleshooting step is to boot into Safe Mode by holding the shift key during startup.
