Turn Passcode ON is greyed out

How to turn on if it is greyd out. Im using apple watch ultra 2 and iphone15 pro max

screentime is turn off
wrist detection turn off

When I was using my Iphone 14 pro max, everything was normal, then I change to Iphone 15 pro max. then this is now happening.

Apple Watch Ultra 2, watchOS 10
