I have in App Store region=UK, but now I am living in Austria and can't use payments, as my austrian PayPal and Card can not be used for payments.
I need to clear my current balance of 0,66 pound cents, so it become zero. Then I will be able to change Region and my address and use available payment methods.

First, cancel your subscriptions and wait until the end of the subscription period.
Second, make a request to zero out any remaining balance on your account by contacting Customer Support by phone or chat:
