Why do I have two settings apps icons
I found a second settings icon in a different folder. I already had one in the toolbar.

Perhaps you have added a second icon from the App Library. You can simply remove the unwanted icon should you choose to do so. The process is exactly the same as that used to remove unwanted Apps:
