How to name Tab Groups in Safari ?? - it does not work as described in Apple Help pages

I want to file related bookmarks into different relevant Bookmark folders and can easily do this on a Windows PC using say Mozilla Firefox browser, but here on the Mac Safari browser the process is clear as mud to me. I have followed the scant instructions but what is present under the Bookmark sidebar does not correlate with the help page instructions: They say...

Create a Tab Group from the tabs in the current window

  1. In the Safari app  on your Mac, click the down arrow  next to the Sidebar button  in the toolbar.
  2. If the sidebar is open, click the Add Tab Group button  in the toolbar.
  3. Choose New Tab Group with [number] Tabs.
  4. Enter a name for the Tab Group, then press Return.

....Steps 1 and 2 above work just fine but steps 2 and 3 are not possible because as soon as I create a new empty tab group, it creates a new desktop Safari page and I lose everything I have been working on, and in any case, clicking on the new 'Untitled 1' tab listed under Bookmarks does nothing on a left-or right click - there is no opportunity to number or name a Tab, plus I lose all my previous work. It is a disaster.

Is it best to avoid this function as it seems faulty?
