If you are trying to change country/region and need to zero an Apple ID account, instructions are in this Apple article:

Change your Apple ID country or region - Apple Support

Note that if you cannot spent down to zero, you will need to contact Apple support to zero it, and they are not here. We are your fellow end users, not Apple employees.

Thank you for your help. I understand what you are writing, but I would like the credit balance to be 0 if possible? I am sending you prtsc and on the top of pic You can see "PAYMENT METHOD You won't be charged until you make a purchase." After purchase is 0, I should be able to change billing addres because my address iz not US. For now this is problem for me, bcs I can not download apps I really need. Thank you and I hope you can help in this matter.
