When I go to delete the Facebook app, I get a message that all my data will be deleted. Is that just on my iPhone or is it also if I log into Facebook from my computer? If not, is it really necessary to download the data from my iPhone first?

It means any local data is deleted. Some apps store files on the iPhone itself and don't sync the files to the cloud.
For Facebook, if you can see your content on another device, like your computer, then your data is safe.
