icloud music library can only contain songs from your itunes music library

I recently had an apple music subscription but cancelled it a few weeks ago, I only had it for a few months and after I cancelled everything just went back to how it was, no problems. However today I purchased a song on my pc laptop and when i try to add it to a existing playlist i get the "icloud music library can only contain..." error message. It also says "Waiting" next to the song instead of "purchased". Since i don't have a subscription anymore i had my phone plugged in to sync. The song did appear on my phone but if i make any changes on the laptop library and apply changes it deletes the song from the playlist on the phone and i have to re add it again. How can i fix this so that when i buy a song/album on the laptop i can just add it to any playlist, plug in my phone and easily sync? Also a song i downloaded during my subscription that i ended up buying while during the subscription keeps saying i can't sync it because its located in apple music but i paid for it.
