Want to turn off find my iPad without wifi

Followed instructions per a per an old thread to delete from iCloud. Still cannot turn of find my iPad. I need to reset/erase all data to retire this device. Any suggestions???

Find my iphone I need to restore the iphone and for that I need to turn off "find my iphone". I have done that by removed the device from icloud.com/find/ but still the iphone says that i have to turn off "find my iphone". What have I done wrong?
