why I don’t have the latest iPhone update?!

In general…
Apple automatic updates can take up to about two weeks to be distributed to all automatic-updated devices, based on what has been observed.
Given a chunk of a billion active devices, Apple doesn’t want to saturate (DDoS) their own servers by having the (automatic) updates distributed too quickly; by having every iPhone pr iPad in existence all quickly trying to download the update.
If you want the iOS update more quickly, Settings > General > Software Update
For iOS 16 to iOS 17…
You will have to specifically request that iOS update, as Apple has not yet required it, as you might have apps that need to be updated;
If you want the iOS 17 update, Settings > General > Software Update
