You paid for iCloud storage. You cannot upgrade the internal storage of your phone.
You will need to delete photos, videos and/or apps to make more room.

Manage your iCloud Storage:
A. Going here does, it appear to be full?: Check your iCloud Storage on any Device - Apple Support
B. Perform New iCloud Session:
Log out of iCloud on all devices, and then log back in. Perhaps it needs to resync?
C. About Upgrading iCloud:

D. Download All of iCloud:
Save a Few: If you wanted to, rather than upgrading your iCloud plan, you could export all of iCloud onto an external disk > verify your can access the data > trash iCloud storage > and then start iCloud anew.
