App always stays on top when Assign To All Desktops

Hello,

I enjoy using multiple desktops on both my Mac Studio and MacBook Pro, but I've encountered a persistent issue on both devices after updating to macOS Sonoma.

I like to set certain apps like Finder to "Assign To -> All Desktops" by right-clicking on the app icon in the dock. However, after the update, these apps consistently appear on top of everything else when switching to another desktop, whether they are in focus or not.


This behavior is quite frustrating because the expected behavior should be for the app to "follow" you on every desktop without always being on top.

As a temporary fix, I've found that toggling it off ("Assign To -> None") and back on resolves the issue, although it reoccurs when I open a new app window.


Both of my Macs are running the latest available version of Sonoma: 14.1.

I can confirm that enabling "Displays have separate Spaces" in System Settings > Desktop & Dock > Mission Control "fixed" the problem for me (Sonoma 14.2). Though I'm not sure I prefer separate Spaces per display, this is at least a reasonable workaround until the real bug is fixed. I will also submit to Feedback - macOS - Apple

I have the same issue. Apps that are set on "all desktops" are piled on top of all other windows on Desktop 1

If finder has multiple tabs, changing the tab will fix it.


But I have fixed it by not using Desktop 1 anymore


A similar problem existed in macOS 13 where after a reboot apps set to app spaces ONLY appeared on desktop 1 and had to be moved to a different desktop to then appear on all desktops.
