I want to connect a new Mac Mini to a Dell monitor with video conferencing (ie. with a built-in speakers, camera and microphone). I understand that the recommended connection is from the USB-C port on the Mini to the USB-C socket on the monitor. However, it is not clear if this will also connect the Mini to the speakers, camera and microphone of the monitor. Can anyone please comment on this?

As you have not provided any information about he Dell display its impossible to know.
You would need to consult the Display's user guide for steps to connect the screen and its embedded peripherals.
It may connect everything through the same USB-C port, it may require additional connections, no way to know without any specific information about the display, like model number, so someone can at leas try to find is specifications and user manual.

It appears that, yes, everything goes through the one USB-C port. Once that is connected with the included cable or a compatible one, everything else should work and be detected by the computer.
You can test out the Webcam with the PhotoBooth app in the Applications Folder.
