If you are trying to zero your balance you may purchase an item from the App Store for more than your balance and the remainder will be billed to your credit card. You may also click on Official Apple Support (the same as clicking on "Support" at the bottom left of this page) and they can zero it for you, Better yet, use this direct link to the people who do the very service you need: Apple offers this specific link for that service --> https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0998&symptom_id=20198
It might save you some time, and using the general support link will likely just eventually take you here anyway after a bit of hunting.
