Pairing iPhones together with Bluetooth
i was previously able to pair two iphones together with bluetooth for hotspot but when i try now it just. says unable to pair on both devices

You may note that while bluetooth needs to be on, pairing in the traditional sense is not required.
Pairing them via bluetooth via bluetooth is not supported.

The documentation is a tad vague, but it does not use bluetooth to provide hotspot from one iOS device to another. It uses bluetooth to negotiate the connection, but uses WiFi to actually establish the connection.
Hotspot is not Bluetooth. Hotspot is sharing your cellular data to create a Wifi connection from one phone to the other. If your Hotspot isn't working, the service is provided by your carrier, so it would be advisable to contact them for help with your Hotspot service.
What I don't quite get is why you are trying to use Hotspot service from one iPhone to another. Presumably, they both have cellular or Wifi access?
i prefer this method because it always works and iphones work with hotspot over bluetooth and when i use it i get a thing in settings showing ethernet and when i go in it i get bluetooth NAP so bluetooth definitely works for hotspot

The method you described is described in your original post as “with [using] Bluetooth for Hotspot”, not as an alternative to Hotspot.

There's no reason to post a video because what you're suggesting has NEVER been supported. I think you're confusing Hotspot with Bluetooth. But regardless, you cannot now, nor could you previously connect two iPhones to each other via Bluetooth. There is NO protocol built into iPhone to facilitate such a pairing.

What are you trying to accomplish? Surely there is a better method.

That's not how hotspot works. It never has. You can not bluetooth pair an iPhone to another iPhone for any reason.
That has never been supported.

That is NOT SUPPORTED. It has NEVER been supported.
