Is this a used device?

You said "from this account". So, if this is a used device, have the seller perform as instructed here, including the iCloud sign out: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. The seller should have known better.

Time to Install Security Updates:

A single iPhone security update install typically takes 5 minutes max(because of a result being configured). Multiple updates may take a few more minutes. But, if your internal storage is almost full, then it can lag, and end up quite a bit more. But, no, this is not normal; it should never take hours. So, if may be a faulty device. But, do you know how much storage you have available?

So, where to go from here...

Update the iOS Using a Computer:

Plug you iPhone into a computer > Force restart the iPhone > and then complete the update using the computer. Use my User Tip:  Update your iPhone Using a Computer - User Tip

For Future Reference...

IMPORTANT: If you have an option to update, however, then be certain you backup your iPhone first. That way, you will have something to restore your iPhone from should anything go wrong with the update
