Unable to move then rename file as another copy in in progress?

Running Ventura 13.6 and unable to move then rename file as another copy in in progress:

I'm moving a whole bunch of video files, and move is stil in progress "on other files"

The file(s) i'm trying to rename have already finished copied/moved fully. Why do i have to wait till the entire copy operation is finished?

drag/drop copies does not move from parent folder to child subfolder. I have a dash cam with front and rear cameras. I want to keep the "B" footage and move it to a subfolder within the same folder as where both A and B clips reside. When I do a search for b.mov within CAMERA folder and then drag the results to the subfolder REAR within parent folder CAMERA it copies them not just move. I now have two copies. I swear I have done this 40 times and this is the first time this has happened. I can work around, but I don't know why I should have to. Did I change a preference somewhere? This is on a USB external drive that I have copied the contents of the Dash Cam SD card to USB drive CAMERA folder. If I do it a few files at a time, I get the expected results - If I do them all, that is when it copies not just move. Thank you for your time.

Duplicating files locks the file name Since updating to Ventura 13.4.1 whenever I duplicate a file, I'm unable to change the name of the file. I can open it and make edits, and I can edit the original file's name, but not the duplicate. My files are hosted on Dropbox, so that could be an issue? Please tell me there's a fix, I need this function for work.
