If you have an iPhone 6 as your tag lines suggests, you can't download Instagram and likely many other apps, because your iPhone is too old, underpowered and unable to run a higher version iOS which would be required for an app such as Instagram to run on. Instagram requires an iPhone running iOS 14 or higher and your phone simply cannot run that. Your phone can only be updated to iOS 12.5.7
If you want and need Instagram and other apps, which require a higher level iOS, then it's time to retire your nearly 10 year old iPhone and buy a newer, more modern iPhone at this point.
