Does having a contact listed as an emergency contact override having no service and would this apply to a GPS only Appel Watch with no phone?

No. An Apple Watch without cellular hardware cannot directly connect to a cellular network.
An Apple Watch without Wi-Fi connectivity and without Bluetooth to a paired iPhone has no network connection and cannot communicate.
An Apple Watch (either GPS, or GPS + Cellular) with a nearby paired iPhone—within Bluetooth range—can communicate via cellular, if the paired iPhone can also communicate via cellular. (Watch "prefers" to use the paired iPhone for power-intensive operations, including cellular communications.) With no nearby paired iPhone and no Wi-Fi (with Wi-Fi calling), Watch with GPS + Cellular will attempt to directly connect to the cellular network. Apple Watch without cellular cannot do that; cannot directly connect to cellular for data, or cellular calls, or for emergency calls.
The Apple Watch GPS is less expensive partly because it lacks cellular network communications hardware. Models of Apple Watch with GPS + Cellular do have cellular network communications hardware.
Per Apple "Emergency SOS requires a cellular connection or Wi-Fi calling with an internet connection from your Apple Watch or nearby iPhone."

Emergency calls “off grid” via satellite requires iPhone 14 or later, and being in a supported country. Apple Watch without iPhone wouldn’t have this option.
