So basically I can’t use Face ID until I update my phone
My sister has the same phone and she can enable Face ID but I can’t. Is that just my phone or do I need to do something with it? I don’t understand.

As you've already read the Related Article linked above without a resolution to the Face ID error, your iPhone probably needs a hardware repair to the TrueDepth camera system.
Per Apple: If you still can't enroll your face or unlock your device with Face ID, you can take your device to an Apple Store or Apple Authorized Service Provider, or contact Apple Support about your iPhone or your iPad.
