I'm wondering if there is any documentation on how to customize the contacts appearing on the small share menu in. Preview:
Curiously, the one contact that I send the bulk of files to doesn't appear on the list.
Is there a way to "force" a contact suggestion?

You can't customize it.
I don't know that Apple has ever specifically commented on the algorithm that determines which contacts appear. I find that it's pretty consistently people I've communicated with recently. But I think it looks at who you've communicated with across everything: email, messages, calls. If you're using an Apple ID across multiple devices, it's going to look at use on all of them. On my iPhone, it throws in people I've messaged on Instagram as well.
Apple has, in the past, also used data such as where you are and what time it is to recommend people you've communicated with in the past at that time and place.
