Old wives' tale. Putting the phone in rice makes thing worse. Tiny rice particles get into the iPhone ports and openings and expand, clogging things up and not allowing water to easily drain.

Water damaged phones are not fixed, they are replaced. In most cases water damage is not covered by AppleCare, although your options may improve if you have AppleCare+.

Water damage is not fixable. You will be replacing the phone. Cost for that is around $600, unless you have AppleCare Plus.

You are likely better off buying a new phone.

You can't purchase insurance after the fact. That would be insurance fraud.

Warranty isn’t covering water damage, but that’s included in Apple care +

You had to get it before the water damage and there's a time limit to purchase it from the date of purchase of a new iPhone it has to be purchased within 60 days

If a water damaged phone cannot be repaired, I think you already know the answer.
