I'm curious to understand how you have established the health of your iPad battery...
The battery health feature is exclusive to iOS for iPhone. iOS/iPadOS for iPad has never had the Battery Health feature - most likely because iPad batteries are both considerably larger and have a much longer service life.
An iPad battery is rated to maintain at least 80% of its initial capacity after 1000 full charge/discharge cycles - whereas an iPhone is rated to have 80% of initial capacity after 500 full cycles.
Using unsupported methods to access the battery health/cycle count - such as using third-party Shortcuts to read data from Analytics files - may at best be unreliable, if they work at all. System software updates may change the format and content of Analytics data, requiring appropriate update of associated Shortcuts.
There are however third-party software packages for Windows PC and Mac that can access battery cycle count. Popular choices for Mac are Coconut Battery and iMazing - whereas iMazing is available for PC.

Totally normal. On average, battery health will decrease 1% per month.

Using your iPad while connected to its Power Adapter, through reducing the number of battery recharge cycles, will reduce the rate at which your iPad's battery health will degrade through recharging.
Your iPad will suffer no ill effects through being connected to its Power Adapter for extended periods. Your iPad will automatically regulate and optimise charging - and will not overcharge the battery.
When used in kiosk applications - where external power is connected for extended periods of time - the iPad may modify its charging strategy and limit battery charge to ~80% of maximum. This modified charging strategy is designed to reduce chemical ageing that might otherwise occur if 100% charge is maintained at all times.

3uTools, as with other third-party management Apps, will estimate battery health based upon the number of logged charge cycles. While still an estimate, these packages may be more reliable than those based upon unsupported interpretation of iPad analytics data.
3UTools is a hacking tool, and is not a safe way to manage an iOS device. If you have a Mac the free CoconutBattery app is a better way to monitor the battery on your device.
