It is usually a billing-related issue. If your account has been disabled in the App Store and iTunes, it isn’t something that you can fix yourself. You will need to contact Apple Support. The following Apple article includes a link that you can use to contact Apple Support: If a message says 'Your account has been disabled in the App Store and iTunes' - Apple Support

I understand that you're experiencing an issue with your Apple App Store account being disabled, preventing you from downloading or updating apps. When your Apple account is disabled, it usually means there's a problem with your account or your payment method. To resolve this issue, you can try the following steps:

  1. Check Your Payment Method: Sometimes, your account can be disabled due to issues with your payment method. Ensure that the payment method associated with your Apple ID is valid and up to date. If your credit card has expired, update it with the current information.
  2. Contact Apple Support: If you've checked your payment method and it's in order, but your account is still disabled, you should contact Apple Support. They can provide assistance in resolving the issue. You can reach out to Apple support through the official Apple website or by visiting an Apple Store if there's one nearby.
  3. Verify Your Apple ID: Make sure you are entering the correct Apple ID and password when trying to access the App Store. If you have forgotten your password, you can reset it through the Apple ID account recovery process.
  4. Clear Cache and Data (iOS): If you're using an iOS device, you can try clearing the cache and data for the App Store app. To do this, go to "Settings" > "General" > "iPhone Storage" (or "iPad Storage") > find "App Store" > and then tap "Offload App" (or "Delete App"). Afterward, reinstall the App Store app.
  5. Check for Restrictions: If you're using a family-sharing plan, it's possible that the family organizer has placed restrictions on your account. Check with the organizer or family members to make sure there are no restrictions in place.
  6. Review Your Account Status: Sometimes, Apple may disable an account for security reasons. It's a good idea to review your Apple ID account status through the Apple website or contact Apple Support to get more information.

Remember that the most effective way to resolve this issue is to contact Apple Support directly. They will be able to assist you in a more personalized manner and help you identify the specific cause of the account disablement and how to rectify it
