Wondering which account you have the card problem with : Eg Apple ID Account / Apple Pay etc.
Eg: Check which payment method Apple can accept for purchases from Apple in your country or region:

If needed:
Apple have a billing page with links to various options online, and contact: (online chat / phone / email etc.)
