"iCloud disabled" could have multiple interpretations, only one of which requires you to contact Apple (in fact I suspect it is the one that does not). The support article If your Apple ID is locked or disabled - Apple Support has solutions for two frequently encountered reasons for an account to be disabled/locked:
● If a message says "your account has been disabled in the App Store and iTunes Store" or "You cannot login because your account has been locked", then you must contact Apple; you cannot resolve this yourself.
