Turn off "night mode" or "hold still" photo delay permanently

How do I turn off the photo delay permanently? This feature has ruined the timing on so many quick shot photos. I know it's "night mode." It should be able to be disabled permanently.

I often want the low light exposure of the actual room. It's what inspires a picture. "Hold camera still" for 3 seconds not only ruins the moment (ex: cats don't often hang out doing the same thing forever) but it misrepresents the actual lighting in the room by overexposing the photo, often in a brighter, bluer way, vs a more sedate or red/amber dimness. I WANT the dimness...

I hate this clumsy feature and I wish there was a way to disable it, and would like to see it entered as a bug report. I know it can be disabled from the camera app, but it somehow always ends up back on. I keep turning it off (same with flash) and it ends up back on. Why?

The current lighting conditions (as perceived by the eye) have a lot to do with the decision to take a picture in the first place--and then Apple defaults my camera to CHANGING the lighting when the picture is taken. That's anti-artistic and counterintuitive.
