Can you have both a recovery contact and a recovery key at the same time?

I was wondering if I could create both a recovery contact and a recovery key. That way if the I am not able to reach the recovery contact when needed, I could use the recovery key instead if it could be made available. Otherwise, if I have to create just one or the other, which one seems more sensible?
