Assuming that both your iPad and iPhone are signed-in to iCloud with the same AppleID, your simple solution is to synchronise your Contacts via iCloud. On both devices:
Settings > [Your Name / AppleID] > iCloud > [Apps Using iCloud] Show All > Contacts - set to ON
